"Bureaucracy"
is designed to simulate the bureaucratic behavior which constitutes so
much of what we call "government". It is convoluted, Byzantine ... and
entertaining. It is also cost effective, feasible ... and administratively
impossible. Each player starts the game at the lowest organizational level.
The winner is the player who rises up through the masses to become the
Director of the Bureaucracy. Select to be a Lifer, an Over-Achiever, an
Empire Builder or a Hustler. Become involved in Power Plays, go before
a Grievance Committee or even go Bankrupt and have to start all over again!

components include : Gameboard, 240 Promotional Prerequisite Counters,
20 Power Play Counters, 64 Playing Pieces Counters (16 ea. of 4 types),
100 Cards (20 ea. Consumer Goods, Lifer, Over Achiever, Empire Builder

An
important note regarding Avalon Hill games
- It was not unusual for Avalon Hill to re-publish most of their games
with 2nd, 3rd or more Editions. Sometimes the game components changed,
sometimes they didn't. If your game components do not correspond exactly
with what is listed, do not despair. You may just have to do a little more
checking to insure its completeness.
